What has changed

Pattaya has outlined a drainage investment programme worth approximately 2.75 billion baht, with four phases planned across 2027–2030. The aim is to improve flood protection in major residential and commercial areas, rather than provide an immediate remedy for this rainy season.

The programme emerged from the City Council meeting on 5 November and was detailed in local reporting on 6 November. Officials expect the works to cover roughly 15 square kilometres and benefit more than 37,300 households.

Which areas are included?

The first phase is planned for lower South Pattaya Road, Second Road around Soi 18 and lower Chaloem Phrakiat Road. The second covers upper Chaloem Phrakiat and upper South Pattaya Road. Both are listed for 2027–2029.

The later phases, scheduled for 2028–2030, cover Sukhumvit Road, the railway-side corridor and the Land Office area, followed by the Sukhumvit–Pattaya Soi 69 and Ko Phai area. The council report says drainage improvements must be coordinated with work on the South Pattaya canal to receive water from the system.

A future capacity target

The intended drainage capacity is 130 millimetres of rain per hour, compared with approximately 70 millimetres at present. These are planning figures for the network, not a promise that every street will remain dry during an intense storm.

The terms of reference and contractor-selection preparations are still being developed. The reports do not establish a street-by-street construction timetable, so residents should wait for specific work notices before assuming that a particular road will close.

What residents and visitors should do now

The mayor told councillors that traffic staff continue to manage flood-prone sections and close roads where necessary. The city also uses its Water Crisis Centre for monitoring and public alerts.

For travel this season, continue checking local rain and road information, allow flexibility around transfers and follow staff instructions at closures. A multi-year improvement plan does not change conditions on a flooded road today.
